Time distances between countries in the enlarged European Union |

In this graphical presentation
38 graphs offer a quick visual understanding about the underlying
time dimension of differences between the values of the 11 selected
indicators for each of the EU25 countries from the EU15 average as
the chosen benchmark. They present results in two groups: across
countries for a given indicator and across indicators for a give
country. It is related to data for 2004 or 2005 depending on the
availability of the statistical data at the time of the analysis.
The time distances present novel information on the time dimension of
differences in the EU52. The first graph illustrates the important
distinction between backward looking (ex post) and forward looking (ex
ante) S-time-distances. They relate to different periods, past and
future. The first belongs to the domain of statistical measures based
on known facts (all estimates in the graphs belong to this group); the
second is important for describing the time distance outcomes of the
results of alternative policy scenarios for the future.
The
results are presented in two groups of graphs. First there are 11
graphs where for each of the indicators the respective S-time-distances
from the EU15 average are shown (25 countries for each indicator).
Second, the results are ordered by 25 countries, for each country its
S-time-distances from the EU15 average are presented for the selected
indicators (25 country graphs by 11 indicators). A new view of the
current degrees of disparity or of convergence and divergence provides
a strong stimulus to discuss the available policy options in a broader,
truly dynamic conceptual and analytical framework.
